    • For best results, dip your flat brush into setting spray or a mixing medium, dab a little pigment onto your brush & apply as an eyeshadow topper!
    • Apply a few drops of mixing medium into the pigment lid and add a small amount of neon powder and mix until you get an even consistency. This is a great way to create neon eyeliner, graphic liner and precise detailing!
    • Apply on top of a primer or concealer.
